The General Office of the State Council has released guidelines on improving the drug price formation mechanism on April 14, 2026.

国务院办公厅发布的《关于健全药品价格形成机制的若干意见》提�条举措，包括优化创新药等新上市药品首发价格机制、发挥医保支付标准对药品价格形成的引导作用、引导药店合理制定药品零售价格、强化短缺药保供稳价等。

意见要求加强药品价格治理，提出实行药品价格风险预警、健全药品价格风险处置制度、防范非理性竞价中标影响供应、严惩药品和原辅料生产经营领域以缺逼涨等违法违规行为、加强医药领域全链条穿透式审计监督、建立药品医保价值评估制度等针对性措施，引导药品价格运行在合理区间。
